German enterprise software and business AI provider SAP has announced the launch of its SAP Sovereign Cloud in India, a move aimed at bolstering the country’s digital sovereignty and ensuring sensitive data remains secure within national boundaries.
Compliance With India’s Security Framework
The offering is aligned with India’s National Information Security Policy & Guidelines (NISPG), enabling governments and regulated sectors to modernise operations with cloud and artificial intelligence while retaining full control over their data and systems.
SAP said the Sovereign Cloud is designed to reinforce innovation across four dimensions of control—data, operational, technical, and legal sovereignty—ensuring compliance, resilience, and future readiness for regulated industries in India.
“Future-Ready Growth”
Speaking at the announcement in New Delhi on September 19, Martin Merz, President of SAP Sovereign Cloud, underlined the importance of digital sovereignty. He said the new platform will help public sector entities and regulated industries establish a foundation that is secure, resilient, and growth-oriented, while giving them freedom of choice to embrace AI and cloud solutions without compromising control.
Full-Stack Sovereign Framework
According to the company, the SAP Sovereign Cloud functions as a full-stack framework that spans infrastructure, platforms, applications, and AI. Built on an open-source foundation combined with SAP’s sovereign controls, the system offers both flexibility and high sovereignty standards.
Clients will be able to choose between on-site deployment in their own data centres or a hyperscaler-based model developed in partnership with Amazon Web Services (AWS), tailored to align with specific operational and sovereignty requirements.
Support for India’s Tech Vision
Manish Prasad, President & Managing Director of SAP Indian Subcontinent, said the initiative was directly tied to India’s long-term technology ambitions. “By keeping data secure, compliant, and within sovereign boundaries, we are empowering regulated industries to innovate with confidence. This aligns with India’s vision of a self-reliant, technologically empowered future built on trust and resilience,” he said.
Bengaluru and Gurugram to Lead Deployment
The roll-out in India will be led by teams based in Bengaluru and Gurugram, staffed exclusively by Indian nationals. Oliver Beck, Chief Technology Officer of SAP Sovereign Cloud, noted that an initial team of 35 has already been put together. “The strength will expand into triple digits within the next three years,” he added.
Global Investment and Expansion
SAP already operates Sovereign Cloud offerings across 10 geographies, including the United States and Europe. The company has committed an investment of €20 billion globally to support the expansion of these services.
