India is drafting an ambitious Automotive Mission Plan (AMP) 2047 that aims to transform the country into the world’s second-largest automobile producer. The strategy outlines a massive scale-up in manufacturing — from 25 million vehicles produced in 2023–24 to 50 million by 2030, and a staggering 200 million by 2047, according to officials familiar with the plan, as reported by ET.

Building a Sustainable and Localised Industry

Currently ranked third globally in automobile production, India’s new plan is intended as a long-term roadmap to leapfrog into the No. 2 position. The AMP emphasises localisation of sustainable mobility solutions — from electric and hydrogen-powered vehicles to compressed natural gas (CNG) and biogas — while allowing petrol and diesel vehicles to continue without immediate curbs.

Officials said the mission would follow a “technology-agnostic” path, enabling different fuels and technologies to coexist, but with a clear tilt toward cleaner and greener alternatives. ICE (internal combustion engine) vehicles are expected to shrink in market share over the next two decades as electric and alternative-fuel vehicles gain ground.

Exports and Global Competitiveness

Exports are set to play a critical role in India’s auto expansion. Passenger vehicle exports are targeted to double by 2030, with about 30% of production destined for overseas markets. By 2047, this figure could reach 40%, strengthening India’s role as a global automotive hub.

One senior official involved in the process said the plan seeks to align India’s domestic growth with global opportunities. “We are working to create an ecosystem that builds robust supply chains and enhances export competitiveness while meeting local demand,” the official explained.

Drafting Stage and Consultations Underway

The AMP 2047 is still at the drafting stage. Seven sub-committees, including representatives from ministries, industry associations, academic institutions, and testing agencies, have submitted initial recommendations. This “zero draft” will be reviewed at an apex-level meeting in November. The final plan is expected by the end of the fiscal year.

Industry executives who attended the discussions said the production and export targets are provisional and may be adjusted after consultations with economists and think tanks like NITI Aayog.

Partnerships and Technology Transfer

The plan also stresses global partnerships and technology transfer to strengthen local manufacturing capabilities. The vision is to integrate the expertise of automakers, component suppliers, policymakers, and end-users to address challenges such as charging infrastructure, R&D capacity, and supply chains for critical raw materials.

If achieved, AMP 2047 would mark India’s rise from the third-largest auto producer today to the world’s second-largest by mid-century, turning the industry into both a growth engine for the domestic economy and a pillar of global sustainable mobility.
