An Indian all-party parliamentary delegation led by senior BJP leader Ravi Shankar Prasad visited Berlin from June 5 to 7, 2025, as part of a broader diplomatic mission to reinforce India’s zero-tolerance policy on terrorism. The visit is part of Operation Sindoor, India’s outreach to 33 world capitals to highlight cross-border terrorism and seek international cooperation.

Unified Political Front Sends Strong Message to German Leaders

In a series of high-level meetings on June 6, the Indian delegation met with Armin Laschet, Chairman of the Foreign Affairs Committee of the German Bundestag, as well as Members of Parliament Ralph Brinkhaus and Hubertus Heil. The Indian team conveyed a united and firm message: India will not tolerate terrorism in any form and remains committed to resisting nuclear coercion.

Laschet, expressing solidarity with India, stated in a post that Germany and India share a trusted partnership in ensuring global security. Referring to the April 22 terrorist attack in Pahalgam, he added, “I’m deeply shocked by the brutality of the attack. Germany stands with India in the fight against terrorism.”

Dialogue Covers Strategic Partnership and Security Cooperation

The Indian delegation emphasized the growing strategic partnership between India and Germany, particularly in areas such as defence, trade, science and technology, skilled mobility, and global peacebuilding. According to the Embassy of India in Berlin, both sides acknowledged the expanding scope of bilateral cooperation and reaffirmed their commitment to strengthening global peace and security.

India’s Ambassador to Germany, Ajit Gupte, hosted the delegation and briefed them on key developments in India-Germany relations, including shared efforts in counter-terrorism and sustainable growth.

Operation Sindoor: India’s Global Outreach Against Terrorism

The visit to Germany marked the final leg of the delegation’s tour of Western Europe, following prior engagements in France, Italy, Denmark, the United Kingdom, and Belgium. These diplomatic efforts are part of Operation Sindoor, a coordinated outreach to raise global awareness about Pakistan’s role in facilitating cross-border terrorism.

The delegation presented details of Operation Sindoor and India’s firm response to the Pahalgam terror attack. In meetings with German lawmakers, they reiterated India’s stance that terrorism must be tackled collectively and unequivocally.

Vice President of the Bundestag Omid Nouripour also held discussions with the delegation, acknowledging India’s principled approach and assuring continued German support in combating terrorism.

Diverse Representation Reflects India’s Political Consensus

The nine-member delegation comprised MPs and senior leaders from across India’s political spectrum, including:

Ravi Shankar Prasad, Daggubati Purandeswari, Ghulam Ali Khatana, and Samik Bhattacharya (BJP)

Priyanka Chaturvedi (Shiv Sena-UBT)

Amar Singh (Congress)

M. Thambidurai (AIADMK)

Former Minister of State M.J. Akbar

Former Ambassador Pankaj Saran

The cross-party representation demonstrated India’s unified voice in its fight against terrorism, beyond political lines.

Context: Escalating Tensions with Pakistan

The delegation’s visit comes against the backdrop of heightened tensions with Pakistan following the Pahalgam terror attack. On May 7, India carried out precision strikes on terror infrastructure in Pakistan and Pakistan-occupied Kashmir. Pakistan’s subsequent attempts to retaliate between May 8 and 10 were met with strong Indian countermeasures.

The escalation concluded with an agreement between the Directors General of Military Operations of both countries to cease further military action on May 10.

The Indian all-party delegation’s engagements in Germany served to strengthen diplomatic ties while firmly conveying India’s consistent and cross-party stance on terrorism. With Germany expressing clear support, the visit marked a significant moment in India’s effort to galvanize global consensus on countering terrorism and upholding international security.
