A research paper titled “India as a Partner of German Foreign Policy” by Christian Wagner, published by the Stiftung Wissenschaft und Politik (German Institute for International and Security Affairs), underscores India’s growing prominence in Germany’s foreign policy. 

 

Wagner attributes this to India’s rapid economic growth, geopolitical importance in the Indo-Pacific, and its role as a counterbalance to China’s ambitions. However, the study highlights India’s commitment to strategic autonomy, making it a challenging partner for Germany. 

 

Strengthened Bilateral Ties through Trade, Defense, and Migration 

The paper explores significant developments in Indo-German relations, including agreements on triangular cooperation and migration, as well as their first joint military exercises in 2024. 

 

Trade between the nations has seen growth, but remains modest compared to Germany-China trade. Wagner emphasizes Germany’s interest in leveraging India as a manufacturing hub, while India courts German expertise to bolster its industrial and technological sectors. 

 

Divergences in Geopolitical and Policy Approaches 

Despite shared values like support for a rules-based international order, the study notes stark differences in their geopolitical stances. India’s neutral position on Russia’s invasion of Ukraine and reluctance to join military alliances showcase its emphasis on sovereignty. Germany, however, continues to prioritize deeper cooperation with India, particularly in countering China’s regional influence.

 

Call for Enhanced Academic Focus on India 

Wagner also addresses the need for Germany to invest in academic research on contemporary India. While partnerships in education and research have flourished, with nearly 50,000 Indian students in Germany, Wagner notes gaps in the study of India’s evolving political and economic landscape.
