Commerce and Industry Minister Piyush Goyal has reiterated that the India–European Union Free Trade Agreement is expected to be signed in December 2026 and become operational in February or March 2027, ahead of his forthcoming visit to Berlin.

Speaking at the Shri Ram College of Commerce Centenary Conclave in New Delhi on 15 October, the Minister outlined the timetable for the agreement’s signing and implementation. The dates remain his stated expectation rather than confirmation that the pact has entered into force.

From negotiations to implementation

India and the EU announced the conclusion of negotiations on the agreement at their summit in New Delhi on 27 January 2026. Formal signing and entry into force are subsequent stages in bringing the negotiated agreement into operation.

The Minister’s latest remarks reaffirm a timetable outlined earlier this year. In June, he had indicated that signing was expected by December, followed by implementation in February or March 2027. The October statement therefore renews that expectation as the proposed signing period approaches.

Discussing India’s trade relationships with developed economies at the Delhi event, the Minister highlighted the complementary nature of their commercial strengths.

“They need goods and services in which we are competitive, and we need high-tech products in which they are competitive,” he said.

Berlin visit adds focus to India–Germany trade ties

The Minister’s forthcoming Berlin visit comes as India and the EU prepare for the trade agreement’s anticipated signing, providing an opportunity for Indian and German businesses to discuss cooperation across key sectors.

India–Germany Sectoral Roundtables scheduled for 23 October 2026, on the sidelines of his visit, will connect German companies with an accompanying Indian business delegation, according to OAV’s programme.

Discussions will cover automotive and advanced manufacturing; infrastructure and energy; IT, artificial intelligence and services; agri-food, consumer goods and textiles; and healthcare, pharmaceuticals and wellness. The meetings will allow businesses to explore partnerships and exchange practical insights as the two sides look towards implementation of the wider trade pact.

An India–Germany business context

The Berlin programme brings together several sectors relevant to the wider India–EU trading relationship, placing bilateral business discussions alongside preparations for the trade pact’s anticipated signing.

For companies assessing future opportunities, the next milestones remain the formal signing and confirmation of when the agreement’s provisions will become applicable. The Minister’s renewed timetable points to early 2027, while the forthcoming Berlin discussions offer a nearer-term opportunity to explore partnerships.
