Minister-President of the German state of Thuringia Mario Voigt on Tuesday held a series of high-level meetings in New Delhi with External Affairs Minister Dr. S. Jaishankar, Commerce and Industry Minister Piyush Goyal and Delhi Chief Minister Rekha Gupta, as India and Germany explored deeper cooperation in technology partnerships, advanced manufacturing, urban development and talent mobility.

 

The high-level engagements reflect growing momentum in India-Germany relations and underline increasing efforts by both countries to strengthen cooperation not only at the national level but also through partnerships involving German federal states. The discussions also highlighted the broader importance of India-European Union cooperation in areas such as innovation, investment and economic development.

 

Dr. Jaishankar Highlights Growing India-Germany and India-EU Relations

 

External Affairs Minister S. Jaishankar met Mario Voigt and his delegation in New Delhi on Tuesday, where discussions centred on expanding economic and technological collaboration between India and Germany.

 

Sharing details of the meeting on social media platform X, Jaishankar highlighted Voigt’s support for strengthening India’s engagement with both Germany and the European Union.

 

“Delighted to meet Minister-President Mario Voigt of Thuringia, Germany, and his delegation. His strong support for expanding India-Germany and India-European Union relationships is welcome. We had a good discussion on business opportunities and technology partnerships,” Minister Jaishankar posted.

 

According to the External Affairs Minister, the talks focused on business opportunities, investment prospects and technology partnerships, reflecting growing interest in innovation-led cooperation between Indian and German stakeholders.

 

The meeting comes at a time when India and Germany are seeking deeper collaboration in areas such as digital technologies, industrial innovation, sustainability, advanced manufacturing and research partnerships.

 

Minister Piyush Goyal Discusses Semiconductors and Advanced Manufacturing

 

Commerce and Industry Minister Piyush Goyal also met the Thuringian leader and discussed opportunities to strengthen industrial and business cooperation between India and Germany.

 

In a post on X, Minister Goyal said the discussions focused on emerging sectors that are expected to play a central role in future economic growth.

 

“Held a productive meeting with Mr. Mario Voigt, Minister-President of the German State of Thuringia. Our discussions focused on the growing partnership between India and Germany, and on expanding cooperation in high-growth sectors such as semiconductors and advanced manufacturing.

 

“We also explored opportunities to enhance business-to-business engagement and unlock new avenues for collaboration, further strengthening our partnership,” Minister Goyal stated.

 

The focus on semiconductors and advanced manufacturing aligns with India’s efforts to position itself as a global manufacturing and technology hub while attracting greater German investment and expertise in strategic industries.

 

Delhi and Thuringia Explore Urban Development and Sustainability Cooperation

 

On Monday, Delhi Chief Minister Rekha Gupta held talks with Mario Voigt and a high-level German delegation at the Delhi Secretariat, exploring cooperation across urban development, governance, technology and workforce development.

 

The discussions covered smart urban development, sustainable infrastructure, digital governance, innovation-driven public services, mobility solutions, water management, environmental technologies, education and skill development.

 

Sharing details of the meeting on X, Minister Gupta said: “Had a productive interaction with Mr Mario Voigt, Minister-President of the German State of Thuringia, and the accompanying delegation. Discussed opportunities to strengthen cooperation in: Smart urban development and sustainable infrastructure, Digital governance and innovation, Skill development and talent mobility, Mobility, water management and environmental technologies and Education and workforce development.”

 

Highlighting the broader trajectory of bilateral ties, she added: “Under the leadership of Hon’ble Prime Minister Shri Narendra Modi Ji, the India-Germany partnership continues to grow stronger across diverse sectors. Delhi is proud to contribute to this shared journey of innovation, sustainability and human development.”

 

Officials familiar with the discussions said both sides reviewed areas where German expertise in urban planning, clean energy transitions and municipal governance could complement Delhi’s ongoing development priorities.

 

The engagement forms part of a broader effort to deepen international partnerships at the state and city levels, particularly in areas such as climate resilience, smart city planning, digital transformation and sustainable urban growth.

 

India-Germany Strategic Cooperation Expanding Across Sectors

 

The latest engagements follow a series of high-level India-Germany interactions in recent months.

 

In April, Defence Minister Rajnath Singh met German Defence Minister Boris Pistorius in Berlin to discuss strengthening defence cooperation and addressing emerging geopolitical challenges.

 

The two sides reviewed bilateral security and defence issues, including co-development and co-production of defence equipment, particularly in niche technology areas. They also reaffirmed their commitment to expanding military-to-military cooperation as a key pillar of the India-Germany Strategic Partnership.

 

During the visit, India and Germany signed the Defence Industrial Roadmap and an Implementing Arrangement for Cooperation in United Nations Peacekeeping.

 

“Delighted to meet Mr. Boris Pistorius, Federal Minister of Defence, Germany in Berlin. Exchanged views on a wide range of issues, including deepening our defence cooperation and tackling emerging geopolitical challenges. Witnessed signing of the Defence Industrial Roadmap and Implementing Arrangement for Cooperation in UN Peacekeeping,” Singh had posted on X.

 

According to the Ministry of Defence, both countries also agreed to leverage the recently launched India-European Union Security and Defence Partnership to achieve tangible outcomes that strengthen regional stability, enhance joint capabilities and reinforce Indo-German strategic alignment.

 

The ministry noted that Minister Singh emphasised that “in times of global uncertainties, India and Germany have provided much required stability and strength to the global economy.” He also underlined that terrorism “in all its forms and manifestations must be condemned, unequivocally, without exception or justification.”

 

Minister Pistorius welcomed the institutionalisation of service-level staff talks and future bilateral military exercises. Singh also expressed India’s interest in the participation of the German Air Force in the next edition of Exercise Tarang Shakti, scheduled to be held in India later this year.

 

Deepening State-Level Diplomacy

 

Minister Mario Voigt’s visit highlights the growing role of German federal states in advancing India-Germany cooperation beyond traditional diplomatic channels. As economic ties diversify into technology, innovation, sustainability, advanced manufacturing and workforce development, state-level partnerships are increasingly becoming an important pillar of the broader strategic relationship.
