Uttar Pradesh is working with German partners to establish an Indo-German Gateway Programme aimed at helping selected MSMEs and startups enter Germany and the wider European market.
The programme is being developed under a partnership between the Directorate of Industries and Enterprise Promotion, Government of Uttar Pradesh, and the German Indian Business Alliance (GIBA). It will initially support a pilot group of 12 to 20 export-ready and growth-oriented enterprises from the state.
Germany is expected to serve as the principal landing market for the initiative, providing participating companies with a route into the broader European Union.
From export readiness to market entry
The proposed programme will operate as a structured 12-month market-entry pathway. Its different stages are expected to cover enterprise assessment, preparations before entering the market, validation of products and business models in Germany, establishment in the market and post-entry support.
Companies will be shortlisted on the basis of factors including export readiness, demand for their products or services in Europe, financial capacity, management commitment and preparedness to meet regulatory requirements.
The initiative is designed to address the gap between having the ability to export and being adequately prepared to operate in a developed and highly regulated market.
Participating companies are expected to receive assistance with EU trade regulations, German import requirements, export documentation, sustainability standards and market development.
An Indo-German MSME and Export Facilitation Desk is also proposed. It would guide Uttar Pradesh-based businesses exploring market access, investment opportunities and technology partnerships in Germany.
German delegation reviews implementation
The latest discussions took place during a visit to Lucknow by a German delegation comprising representatives of GIBA and Innovation Hub RheinMain.
The delegation reviewed the implementation of a memorandum of understanding exchanged between Invest UP and GIBA in Frankfurt on February 23, 2026, in the presence of Uttar Pradesh Deputy Chief Minister Keshav Prasad Maurya.
Innovation Hub RheinMain is expected to provide on-ground support in Germany, while GIBA will coordinate industry engagement. Invest UP will facilitate government support and investor outreach in Uttar Pradesh.
The discussions covered cooperation across MSMEs, startups, manufacturing, innovation, IT and electronics, civil aviation and other emerging sectors.
Principal Secretary for MSME and Export Promotion Shashi Bhushan Lal said the objective was to convert the institutional partnership into practical business outcomes and prepare suitable MSMEs and startups for international markets.
Deputy Chief Minister Maurya also called for the cooperation to generate concrete projects, investments and measurable commercial results. He highlighted the state’s industrial land resources, sector-specific policies and investment-facilitation ecosystem while seeking greater German participation in priority industries.
German expertise for Ghaziabad manufacturing centre
Beyond helping individual companies enter Europe, the partnership envisages the modernisation of the Ghaziabad Common Facility Centre.
The plans include incorporating German manufacturing knowledge, precision-engineering standards and technology expertise. The intervention could help local manufacturers improve their production capabilities and gain access to more advanced processes.
Joint workshops are also expected to help companies understand EU trade rules, German import standards, export documentation and sustainability requirements.
The proposed cooperation will be aligned with existing state initiatives, including the One District One Product programme, the Uttar Pradesh MSME Policy 2022 and Market Development Assistance frameworks.
Wider focus on technology and manufacturing
During the delegation’s visit, meetings were also held with Uttar Pradesh Minister for IT and Electronics Sunil Kumar Sharma. The discussions focused on electronics, technology and advanced manufacturing.
The delegation separately engaged with Uttar Pradesh MSME Minister Bhupendra Chaudhary on industrial infrastructure, logistics, incentives and the development of MSME parks and plotted factory facilities.
Opportunities in aviation, technology and industrial partnerships were discussed with Special Secretary in the Chief Minister’s Office and Director of Civil Aviation Nikhil Tikaram Funde.
The discussions indicate that the proposed gateway is intended to function as more than an export-promotion initiative. It could also facilitate business-to-business and government-to-business engagement, technology cooperation, investment and connections between supply chains in Uttar Pradesh and Germany.
A state-level route into European markets
The initiative comes as India and Germany mark 75 years of diplomatic relations and 25 years of their Strategic Partnership in 2026. Germany is India’s largest trading partner within the European Union, while more than 2,000 German companies operate in India.
For Uttar Pradesh, the proposed gateway represents an attempt to give selected smaller businesses a more structured route into Germany—combining export preparation with market validation, regulatory support and local connections.
The programme is also expected to help participating businesses explore opportunities arising from closer India–EU economic engagement. Its impact, however, will depend on the selection of companies, the level of practical assistance delivered and the commercial partnerships ultimately created in Germany and the wider European market.
